This is Luna Lovegood from Harry Potter’s movie.
Luna, like her name is a bit looney in the head. She believes and understand things which many in wizard world thinks as hocus pocus.
Harry Potter however do takes note and sometimes relied on the information that Luna has, because he seen things that most other wizards doesn’t.
Luna’s father runs a newspaper on weird news and things like alien spotting and what not. In the last movie Luna’s father tried to turn Potter and the gang to Voldemort.
