This character is Korai no aun chan from Toho Tenku Akira.
Toho Tenku or maybe Tohou Tengu ? I’m not sure coz I can’t find any Korai chan on Google.
Nobu is known on making characters from mascot products and game so Korai here could be one of those product mascot from Japan.
