This is an unofficial character of Kemono Friend’s anime . Her name is Tomoe chan.

According to Reddit, she is a fan community redesign of Kyururu and has been gaining popularity on Nico Nico Seiga, a Japanese YouTube like website.

There’s another scandal behind this character, it seems that she was created from hatred of the author. Well I don’t understand myself.
